The Tenant Services Authority (TSA) was set up as a result of the 2008 Housing and Regeneration Act. The Tenant Services Authority superseded the Housing Corporation in December 2008 and is now the Housing regulator. The Act increases the TSA’s powers over the regulation of social housing. The TSA’s goal is to raise the standards of services for affordable housing tenants.
The regulatory framework for social housing in England from April 2010
This document sets out the new regulatory framework that social housing providers have to meet from April 2010. At its heart are six standards, and against each of these, the Tenants Services Authority (TSA) have described the outcomes landlords should meet and TSA specific expectations of them.

The TSA have developed the regulatory framework in collaboration with tenants, local authorities, housing associations and their many other partners. Its aim is to help improve the services provided for the eight million people who live in social rented and shared ownership homes in England.
